James is the Founder and Consulting Principal at Solid Cyber Advisory and Solution Services, LLC, delivering cyber success to organizations of all sizes in public and private sectors. Before that, James was the Chief Information Security Officer (CISO) for the state of South Carolina where he led cyber strategy, security technology services, risk management, and multi-disciplinary response coordination. James also served as Agency CISO for the South Carolina Department of Health and Human Services. He served as the Committee Chair on the statewide Cloud Technology Security and Architecture Review Board. It was James’ time as a soldier in the Army, through numerous stateside and overseas assignments, which developed his steadfast dedication to mission success through leadership, accountability, and continuous team development. James is a graduate of Limestone University, with a Bachelor of Science in Computer and Information Systems Security and holds the Certified Information Systems Security Professional credential. Ted is a graduate of the U.S. Military Academy at West Point and an Operation Desert Storm veteran. He has more than 30 years of experience with Department of Defense (DOD) and service-specific C4I systems, dating back to 1982 when he worked with the Distributed Command and Control System at the U.S. Army High Technology Test Bed. As CTO at IEM, Ted Lemcke provides leadership and strategic direction for all IEM business operations and for large, complex IEM projects. He provided executive business management support for IEM’s execution of the State of New York’s $1 billion housing recovery program after Hurricane Sandy, and a $385 million contract with the State of Louisiana addressing recovery from their 2016 floods. Most recently, Ted oversaw a process automation project deployed in ten different states addressing housing recovery from disasters, emergency rental assistance and Homeowner Assistance Fund programs. Ted Lemcke holds a master’s degree in Environmental Science and a bachelor’s degree in Interdisciplinary Sciences.
