What started as a local effort to understand a little-known development project quickly grew into a countywide movement. Fowler found herself helping organize residents after learning that thousands of acres near the Mobile-Tensaw Delta could be converted into a utility-scale solar facility. Since then, she has helped mobilize community meetings, zoning initiatives, and public awareness efforts as residents push for a greater voice in decisions affecting North Baldwin County.
