A federal appeals court has revived charges against Richardson Dangleben Jr. in the 2023 killing of VIPD Detective Delberth Phipps Jr. while leaving in place a lower court ruling that prevents prosecutors from seeking the death penalty. Senate Vice President Kenneth Gittens is demanding accountability after learning auditors conducting WAPA's long-awaited forensic audit allegedly encountered delays, missing records, and resistance while seeking information.
