The violations did not end with the original agreement because the victims have repeatedly been forced to battle the same institutions that failed them in the first place. They have faced delays, secrecy, withheld records, disputed interpretations of when CVRA protections begin and procedural rulings that elevated government convenience over victim participation. Even after a federal judge found that prosecutors had violated the victims’ rights, later appellate decisions left them without an effective remedy because Epstein had never been formally charged in federal court before the agreement was reached.
