EULAS Weaving Paths
What does Latin America really think about the world right now? And how much has changed in just four years? In this episode, we sit down with Mónica Hirst and Juan Gabriel Tokatlian, two members of the Grupo Diálogo y Paz, to unpack the findings of the AMLAT Radar 2026: Latin American Views on Europe and the World - a landmark public opinion survey examining how Latin Americans perceive global power, sovereignty and international norms. The survey was conducted by the Friedrich Ebert Foundation, Nueva Sociedad, and Latinobarómetro, designed and carried out by the academic group Grupo Diálogo y Paz, whose members are Guadalupe González, Mónica Hirst, Carlos Luján, Carlos A. Romero and Juan Gabriel Tokatlian, with support from Luis Martín Sosa. The 2026 edition is the second in the series, with 12,000 interviews conducted between October and November 2025 across ten countries: Argentina, Bolivia, Brazil, Chile, Colombia, Costa Rica, Guatemala, Mexico, Uruguay, and Venezuela. It builds directly on the original 2021 survey, making this the first time we can genuinely track how Latin American public opinion has shifted over time. And shift it has.... This edition goes further than ever before, capturing not just perceptions but emotions - hope, uncertainty, distrust - for the very first time. The results are striking. In 2022, 57% of Latin Americans saw Europe as a leader in human rights. By 2026, that number had fallen to 36%. Europe's normative credibility is eroding. China's appeal is growing. The "Trump factor" is reshaping attitudes towards the United States. And yet, Latin Americans still rank deeper ties with Europe above ties with either Washington or Beijing. So what does Europe actually do with that signal? We get into Venezuela, Gaza, the evolving meaning of sovereignty in 2026, and what civil society, not just governments, can do to build bridges for EU-Latin America relations. 🎙️ Guests: Juan Gabriel Tokatlian & Mónica Hirst.
