China ਵੱਲੋਂ Pacific Ocean ਵਿੱਚ ਕੀਤੇ ਗਏ ਮਿਜ਼ਾਈਲ ਟੈਸਟ, ਇਸਦਾ Australia 'ਤੇ ਅਸਰ, ਅਤੇ Australia ਦੀ Pacific Nations ਨਾਲ ਕੂਟਨੀਤੀ (Diplomatic Policy) ਤੇ Defence Budget ਬਾਰੇ ਪੂਰੀ ਜਾਣਕਾਰੀ ਇਸ ਹਫ਼ਤੇ ਦੇ ਸ਼ੋਅ “Insight Report with Gautam Kapil” ਵਿੱਚ। China ਨੇ ਹਾਲ ਹੀ ਵਿੱਚ ਆਪਣੀ ਇੱਕ Nuclear-powered Submarine (ਪਰਮਾਣੂ ਪਣਡੁੱਬੀ) ਤੋਂ Pacific Ocean (ਪ੍ਰਸ਼ਾਂਤ ਮਹਾਂਸਾਗਰ) ਦੇ ਅੰਤਰਰਾਸ਼ਟਰੀ ਪਾਣੀਆਂ ਵਿੱਚ ਇੱਕ ਲੰਬੀ ਦੂਰੀ ਦੀ Intercontinental Ballistic Missile (ICBM) ਦਾ ਸਫ਼ਲ ਟੈਸਟ ਕੀਤਾ ਹੈ। China ਦੇ ਮੁਤਾਬਕ ਇਹ ਉਹਨਾਂ ਦੀ ਸਾਲਾਨਾ ਮਿਲਟਰੀ ਟ੍ਰੇਨਿੰਗ ਦਾ ਇੱਕ ਹਿੱਸਾ ਸੀ ਅਤੇ ਇਹ ਕਿਸੇ ਖਾਸ ਦੇਸ਼ ਖਿਲਾਫ ਨਹੀਂ ਸੀ।   ਇਹ ਮਿਜ਼ਾਈਲ Nuclear-capable (ਪਰਮਾਣੂ ਹਮਲਾ ਕਰਨ ਦੇ ਸਮਰੱਥ) ਹੈ। ਆਸਟ੍ਰੇਲੀਆ ਅਤੇ ਹੋਰ ਦੇਸ਼ਾਂ ਦਾ ਕਹਿਣਾ ਹੈ ਕਿ ਇਸ ਟੈਸਟ ਬਾਰੇ ਪਹਿਲਾਂ ਤੋਂ ਪੂਰੀ ਜਾਣਕਾਰੀ ਜਾਂ ਨੋਟਿਸ ਨਹੀਂ ਦਿੱਤਾ ਗਿਆ ਸੀ, ਜਿਸ ਨਾਲ ਖੇਤਰ ਵਿੱਚ ਤਣਾਅ ਵਧਿਆ ਹੈ।   Defence Analysts ਮੁਤਾਬਕ China ਦੀਆਂ ਇਨ੍ਹਾਂ ਮਿਜ਼ਾਈਲਾਂ ਦੀ ਰੇਂਜ (Range) ਲਗਭਗ 9,000 ਕਿਲੋਮੀਟਰ ਜਾਂ ਇਸ ਤੋਂ ਵੱਧ ਹੈ, ਜਿਸਦਾ ਮਤਲਬ ਹੈ ਕਿ ਪੂਰਾ Australia ਹੁਣ China ਦੀ ਮਿਜ਼ਾਈਲ ਮਾਰ ਦੇ ਘੇਰੇ ਵਿੱਚ ਆ ਸਕਦਾ ਹੈ। Australia ਦੇ Prime Minister Anthony Albanese ਨੇ ਇਸ ਨੂੰ ਇੱਕ ਉਕਸਾਉਣ ਵਾਲੀ ਕਾਰਵਾਈ (Provocative Act) ਦੱਸਿਆ ਹੈ।  Pacific Nations ਨਾਲ Australia ਦੀ Diplomatic: China ਦੇ ਵਧਦੇ ਪ੍ਰਭਾਵ ਨੂੰ ਦੇਖਦੇ ਹੋਏ Australia ਆਪਣੀ "Pacific Step-up" ਪਾਲਿਸੀ ਦੇ ਤਹਿਤ ਗੁਆਂਢੀ ਟਾਪੂ ਦੇਸ਼ਾਂ (Pacific Island Nations) ਨਾਲ ਸਬੰਧ ਬਹੁਤ ਮਜ਼ਬੂਤ ਕਰ ਰਿਹਾ ਹੈ। Australia ਨੇ ਹਾਲ ਹੀ ਵਿੱਚ Fiji, Papua New Guinea, Vanuatu, Nauru, ਅਤੇ Tuvalu ਵਰਗੇ ਦੇਸ਼ਾਂ ਨਾਲ ਦੁਵੱਲੇ ਸੁਰੱਖਿਆ ਸਮਝੌਤੇ (Bilateral Security Pacts) ਸਾਈਨ ਕੀਤੇ ਹਨ। ਉਦਾਹਰਨ ਲਈ, Fiji ਨਾਲ ਕੀਤੇ ਸਮਝੌਤੇ ਮੁਤਾਬਕ ਜੇਕਰ ਕਿਸੇ ਇੱਕ ਦੇਸ਼ 'ਤੇ ਹਮਲਾ ਹੁੰਦਾ ਹੈ, ਤਾਂ ਦੂਜਾ ਦੇਸ਼ ਮਦਦ ਕਰੇਗਾ।    Undersea Diplomacy: ਖੇਤਰ ਵਿੱਚ ਸੁਰੱਖਿਆ ਵਧਾਉਣ ਲਈ Australia ਨੇ Papua New Guinea ਵਿੱਚ $120 ਮਿਲੀਅਨ ਦੀ ਲਾਗਤ ਨਾਲ Subsea Cables (ਸਮੁੰਦਰੀ ਕੇਬਲ) ਪ੍ਰੋਜੈਕਟ ਫੰਡ ਕੀਤੇ ਹਨ, ਤਾਂ ਜੋ ਕਨੈਕਟੀਵਿਟੀ ਅਤੇ ਸੁਰੱਖਿਆ ਬਣੀ ਰਹੇ।   ਆਪਣੀ ਸੁਰੱਖਿਆ ਨੂੰ ਪੁਖਤਾ ਕਰਨ ਲਈ Australia ਨੇ ਸ਼ਾਂਤੀ ਦੇ ਸਮੇਂ (Peacetime) ਵਿੱਚ ਆਪਣੇ ਇਤਿਹਾਸ ਦਾ ਸਭ ਤੋਂ ਵੱਡਾ Defence Budget ਵਧਾਇਆ ਹੈ। Australia ਦਾ ਸਾਲਾਨਾ Defence Expenditure 2026 ਵਿੱਚ AUD $44.6 billion ਤੋਂ ਵਧਾ ਕੇ 2030 ਤੱਕ AUD $56.2 billion ਕਰਨ ਦਾ ਟੀਚਾ ਰੱਖਿਆ ਗਿਆ ਹੈ। ਇਸ ਤੋਂ ਇਲਾਵਾ ਅਗਲੇ 4 ਸਾਲਾਂ ਵਿੱਚ ਹੋਰ AUD $14 billion ਖਰਚ ਕੀਤੇ ਜਾਣਗੇ।    AUKUS Project: ਇਸ ਬਜਟ ਦਾ ਇੱਕ ਵੱਡਾ ਹਿੱਸਾ AUKUS (Australia, UK, US) ਡੀਲ ਦੇ ਤਹਿਤ Australia ਲਈ Nuclear-powered Submarines (ਪਰਮਾਣੂ ਪਣਡੁੱਬੀਆਂ) ਤਿਆਰ ਕਰਨ ਅਤੇ ਖਰੀਦਣ ਲਈ ਵਰਤਿਆ ਜਾ ਰਿਹਾ ਹੈ।
