Join Canonically Speaking host Fr Paul Hayward as he speaks with Dr Philip Milligan. Dr Milligan comes from Scotland, where after studying law he went on to study philosophy and languages in Belgium and France, and then canon law at the Santa Croce Pontifical University, where in 2017 he completed a doctorate on international ecclesial movements and new communities. From 1997 to 2005 he coordinated the international office at the Pontifical John Paul II Institute for Studies on Marriage and Family (Rome); and from 2012 to 2016 he was head of the legal office at the Pontifical Council for the Laity. Since 2016 he has held the same post at the Dicastery for Laity, Family and Life, the department of the Roman Curia that exercises the Holy See’s competency for the lay apostolate and associations of the faithful. He is a member committed in celibacy of the Emmanuel Community, an international association of the faithful which brings together lay people (married, single, consecrated in celibacy) and priests, who live in the heart of the world and aim to serve the mission of the Catholic Church through adoration, compassion and evangelisation.
