In July 1987, Arthur Shawcross and his girlfriend, Rose, were secretly integrated into Rochester, NY's community so as to not alarm anyone that there was a child killer from Watertown, NY in their midst. Obviously everything went fine and there were no more dead bodies connected to Arthur J. Shawcross. JUST KIDDING - what followed was a horrible bloodbath that got worst with time, as police are blocked from seeing any of Shawcross' criminal past, and they inadvertantly share critical information with the serial killer.
