The EU framework explicitly supports stackability; Canadian policy emphasizes lifelong learning. But modularity demands coherence and that's where institutions still matter: not just delivering content, but guiding pathways and guaranteeing quality.   Reflection: Credentials aren't just paper, they're signals of trust between educators, employers, and society. What's changed is scale. Large language models make tutoring-like experiences cheap and easy to create.
