Black Lives Matter?

As a Black man, I understand the mantra "Black Lives Matter," but I often wonder if all Black lives matter.  Recently, the world lost a beautiful soul in 8-year-old Royta Giles, Jr, the innocent and helpless victim of an utterly senseless shooting inside of Alabama's largest shopping mall.  However, the response to his killing wasn't as passionate as other killings.  Do Black lives really matter?
