My stymied attempt leads me to explore the requirements forcreating a missing persons case for Rich within the National Missing andUnidentified Persons System (NamUS) which required a missing person's case tobe "active" within a law enforcement agency in the county where hewent missing (Sandoval County, New Mexico). Faced with these challenges, Iasked myself: "Where do I begin to find a law enforcement agency inSandoval County, New Mexico willing to open an active missing person's file forsomeone who has been missing for fifty years?"
