Newell addresses Minnesota Governor Tim Walz, along with the state's Board of Pardons, granting a pardon to Tou Lue Vang, a 42-year-old Laotian national convicted of first-degree criminal sexual conduct. The U.S. Department of Homeland Security (DHS) officially deported Tou Lue Vang to Laos shortly after the state's Board of Pardons voted to grant him clemency.
