Public Comments: The Board asked staff to bring back an agenda item regarding quiet zones with a Federal Rail Administration expert in attendance.   Board Meeting: Interlocal Agreement for Fire Suppression and emergency medical services between Martin County and City of Stuart was approved. Approval to begin the Request for Proposal process for two vacant aeronautical parcels at Witham Field, each being 6.52± acres, located off Airport Road. The process will comply with all applicable laws and the Voluntary Corrective Action Plan, as approved by the Board and the Federal Aviation Administration Floridays Mobile Park- LDR text amendment is to modify the RV Park Standards specific to the Hobe Sound CRA. The Board received and filed the agenda item and all attachments and approved the Ordinance amending Article 12, Community Redevelopment Code, Land Development Regulations, Martin County Code. Watch the meeting for all the details. The Board approved the PAMP Amendment for The Pine School project. MARTY update: ridership and operations; Since July of 2025 there has been a 20% increase in ridership; since fare-free there has been an increase of 37% - add 21 new stops where there need to be bus stops. Starting the Route Optimization study. Approved the half cent sales tax to fund the acquisition of environmentally sensitive lands through conservation easement purchases. This Board of County Commissioners (Board) approved Memorandums of Agreement (MOAs) with the Florida Department of Agriculture and Consumer Services (FDACS), Rural and Family Lands Protection Program. The Board approved an Option to Lease between Martin County and Martin County Healthy Start Coalition, Inc., and authorized the Chair to execute any documents necessary to complete this transaction. Hutchinson Island Shore Protection Project wins ASBPA Best Restored Beaches The Hutchinson Island Shore Protection Project named a recipient of the prestigious 2026 Best Restored Beach Award by the American Shore and Beach Preservation Association (ASBPA), recognizing the project as one of the nation’s most successful coastal restoration efforts. Originally constructed in 1995, the Hutchinson Island Shore Protection Project was created to stabilize a critically eroded section of coastline. Over the past three decades, ongoing monitoring and adaptive management strategies have produced significant environmental benefits, including strengthened dune systems, a wider and more resilient beach, and enhanced nesting habitat for sea turtles. As part of Martin County’s Art in Public Places collection, this powerful sculptural wind chime features five suspended bells representing the five branches of the United States military, each incorporating authentic military artifacts that accompanied service members during times of conflict. The interiors of the bells are painted red, symbolizing the commitment carried within those who serve, while sculptural epaulets above reference ceremonial traditions of honor and recognition. Though shaped like a wind chime, the piece is intentionally silent—inviting reflection on service, remembrance, and the often-unspoken contributions of military members and their families. The U.S. Army Corps of Engineers, Jacksonville District Crews plan to use 360,000 cubic yards of beach‑compatible sand dredged from a local offshore borrow area to construct a dune and beach berm along 4 miles of shoreline on Hutchinson Island. Work also includes endangered species monitoring and other environmental compliance measures. Construction is scheduled during the environmental window of November 1 through April 30 to avoid impacts to nesting sea turtles. Ecological Associates, Inc. will identify and relocate sea turtle nests before and during construction, and the contractor will perform this work during construction. The project is funded through Flood Control and Coastal Emergencies (FCCE) funds following damages from Hurricane Nicole in 2022. While the storm caused significant erosion along portions of Florida’s coast, USACE assessments found that the federal shore protection project performed as designed. Federal shore protection projects are engineered to reduce coastal storm risk by absorbing wave energy and allowing beaches to erode during storms while protecting roads, critical infrastructure, and homes. In addition to supporting economic stability and tourism, beach renourishment restores essential habitat for shorebirds and marine turtles. The living shoreline will restore nearly 2 acres of seagrass habitat. The 24 breakwaters are under construction and the toe stone has begun to be installed at the base of the mangroves.
