It seems likely, however, that the so-called Islamic State will increasingly adapt and revert from an organization in charge of territory, people and resources to a group operating more like a traditional jihadist organization, with a group of leaders, financial support from wealthy donors, and a diffuse network of connections to other terrorist groups across the world.
