Congress General Secretary Randeep Singh Surjewala discussed this matter with the state leadership, aiming to resolve differences. 2. In other headlines, amid a surge in respiratory ailments among children in China, Karnataka's health department cautioned the public about airborne communicable diseases. The advisory highlighted risks for vulnerable groups like infants, the elderly, pregnant women, and immunocompromised individuals. It attributed the rise in respiratory illnesses among children to common causes like flu, Mycoplasma pneumonia, and SARS-CoV-2. The advisory emphasized symptoms and preventive measures, urging hygiene, distancing, and avoidance of crowded areas or high-risk zones. 3. Meanwhile, the Ministry of Home Affairs established a tribunal under the Unlawful Activities Prevention Act (UAPA), led by Justice Sanjay Kumar Medhi from Gauhati High Court, to assess the potential banning of Meitei Extremist Organizations in Manipur. Siddaramaiah personally attended to complaints, directing officials to resolve issues promptly. He addressed concerns spanning police harassment of street vendors, aid for the elderly, and support for differently-abled individuals. 2. In other headlines, the state government plans to introduce a new bill targeting fake news, deep fakes, and derogatory content on social media platforms during the upcoming winter joint legislative session starting on December 4 at Suvarna Vidhana Soudha in Belagavi. Home Minister G Parameshwara highlighted the necessity for legislative action, citing instances of defamatory content, while IT Minister Priyank Kharge emphasized the urgent need to combat misinformation, distinguishing it as a bigger threat to democracy than deepfake technology. 3. In some more news, Karnataka's Deputy Chief Minister DK Shivakumar criticized the KCR-led government in Telangana, claiming a desire for change among the people. He accused Chief Minister K Chandrashekar Rao of governing from a "farmhouse," highlighting unfulfilled promises. Shivakumar emphasized the need for a more active government, asserting confidence in Congress forming the government in Telangana and promising swift action on pending guarantees in the upcoming cabinet meeting on December 9. 4. Notably, this advanced system promises reduced waiting times, enhancing passenger experience by eliminating the need to segregate electronics during screenings. 6. Moving on, Bengaluru's auto drivers have urged Karnataka's transport department to review the fixed government fares for auto rides in the city. The Autorickshaw Drivers Union emphasized that updating the fare list would address issues like ride cancellations and refusals. With costs of living rising rapidly, the union conveyed to Transport Minister Ramalinga Reddy that revising fares is essential, highlighting the decade-long infrequency of fare adjustments and drivers resorting to demanding extra charges from passengers. 7. Meanwhile, Karnataka has slashed the additional surcharge for open-access consumers of green energy from Rs 1.40 to Rs 0.70 per unit for the fiscal year 2023-24, while other OA consumers continue to pay Rs 1.40 per unit. This decision follows a High Court challenge by renewable energy-dependent independent power producers against the earlier imposed surcharge of Rs 1.48 per unit. The recent ruling aims to incentivize a shift from fossil fuels to renewable energy sources among OA consumers. 8. On a different note, the Council of Scientific and Industrial Research, Bengaluru and the Royal Society of Chemistry have united to combat India's increasing antimicrobial resistance crisis. AMR, termed a silent pandemic, hinders treatment by making pathogens resistant to drugs. The collaboration emphasizes the need for new drugs, enhanced surveillance, and education on responsible antimicrobial use across healthcare levels. A high-level meeting held in Delhi recently discussed a comprehensive approach to AMR's impact on human, animal, plant, and environmental health.  National News 1. Moving on to the national news. The Supreme Court denied Tamil Nadu minister V Senthil Balaji's bail plea on medical grounds in an alleged money laundering case by the Enforcement Directorate. Justices Bela M Trivedi and Satish Chandra Sharma noted Balaji's medical reports post his bypass surgery, stating his condition didn't seem life-threatening. The court refused to overturn the Madras High Court's decision, advising a regular bail application instead. Balaji's withdrawal of the medical bail plea was granted. 2. Meanwhile, in the fiercely contested Telangana assembly elections, an independent candidate, Karne Shireesha (26) alias Barrelakka, is causing a stir in the Kollapur constituency of Nagarkurnool district. Competing against experienced politicians, Shireesha lacks a political or financial background yet gained attention through innovative campaigning and emotional appeals. Supported by a surge of young supporters from Telangana, Andhra Pradesh, and Karnataka, she's drawing significant attention on social media and local TV channels. 3. In more news, Vice President Jagdeep Dhankhar urged former colonial nations to reconsider their colonial-era laws, taking inspiration from India's legislative efforts. He highlighted India's move to amend outdated penal codes and criminal procedures rooted in Victorian principles, aiming to alleviate oppression. Turning our attention to international news, Greek PM Kyriakos Mitsotakis accused UK PM Rishi Sunak of cancelling their London meeting over the Parthenon Sculptures dispute. Greece seeks the permanent return of these sculptures removed by Lord Elgin in the 19th century. Mitsotakis expressed disappointment, stating their positions are clear on the issue. Talks for a potential loan deal with the British Museum have progressed slowly, prompting Mitsotakis's frustration. UK officials denied plans for return. 2. In ongoing news, MBDA's Brimstone missiles, known for close air support, can be deployed on diverse unmanned aerial vehicles, land, and surface platforms. India's planned procurement of 31 MQ-9B Predator drones from the US for USD 3 billion aims to fortify surveillance, particularly along the China border. MBDA officials expressed openness to integrate Brimstone missiles onto these drones, citing its successful deployment in Afghanistan and Libya for precision strikes. 3. Siddaramaiah refuted HD Kumaraswamy's fears of societal division, citing Bihar's similar survey. H. Kantharaju, who is overseeing the survey, defended its scientific approach, emphasizing the need to review before passing judgment amid disagreements within the Karnataka Congress. 2. In other headlines, the Karnataka cabinet criticized the former BJP government's authorization to the CBI to probe DK Shivakumar's assets case, deeming it unlawful due to the absence of the Speaker's permission. While Law Minister HK Patil refrained from stating a clear intent to revoke the CBI's sanction, he mentioned that an administrative order addressing the issue would be released in the next few days. 3. In some more news, the CWRC recommended Karnataka to release 3,216 cusecs of Cauvery water to Tamil Nadu daily for the next 38 days, aligning with tribunal awards. The decision, to be ratified by CWMA soon, demands Karnataka to release 10.5 tmc ft, contending challenges due to a 52% shortfall in its reservoirs. Karnataka cited normal rainfall in Tamil Nadu and crop harvesting timelines to justify its stance against additional water release. 4. Up next, Bengaluru is set for power disruptions this weekend due to maintenance projects by BESCOM and KPTCL. With lighter grid loads as staff take weekend leaves, scheduled outages will include various tasks like maintenance and cable shifting. Most interruptions are planned from 10 am to 5 pm on the 25th & 26th of November, affecting specific areas like Marohalli and Bommanahalli among others. Now, onto other news, Akasa Air has announced daily flights from Bengaluru to Port Blair via Chennai starting from December 15, enhancing connectivity between major cities and the tourist hub. Flight QP 1485 will depart from Bengaluru at 6 am, reach Chennai at 7:05 am, and land in Port Blair at 9:55 am. The return flight, QP 1486, leaves Port Blair at 10:35 am, arrives in Chennai at 1 pm, and reaches Bengaluru at 2:50 pm. 6. Moving on, KSRTC has garnered accolades at several national media awards, receiving recognition for 'Best Communication Campaign' and 'Best PR Implementation' in the 7th National Media Conclave Awards at Bhubaneswar, which was held recently. Additionally, at the 10th Global Marketing Excellence Awards in Mumbai, it secured the 'Best New Brand Product/Service Launch Award' for branding the Ambaari Utsav, Pallakki, and EV Power Plus buses. 7. Meanwhile, the cancellation of the Bengaluru-Hubballi-Bengaluru Superfast Express has deprived Hubballi of its sole dedicated night train to the State capital. With only trains originating elsewhere but passing through Hubballi, obtaining reservations for locals becomes challenging. The now-cancelled train was preferred for its convenience and punctuality, serving hundreds from the twin cities who found it easier to secure reservations compared to other night trains. 8. On a different note, the Green Literature Festival centred on sustainability and environmental conservation, will take place this weekend, featuring diverse sessions with wildlife authors, activists, filmmakers, and children’s authors. With a focus on green business and holistic nature conservation, the event includes workshops by The Habitats Trust and WWF, discussions on smaller species conservation, and sessions by notable authors like Amruta Patil. The festival will culminate in the 2023 GLF Honour Book Award across various categories. National News 1. Moving on to the national news. The Indian Army and Jammu and Kashmir Police honoured five soldiers killed in a Rajouri district encounter. Two captains, Captain MV Pranjal and Captain Shubham Gupta, along with three others, died in a 36-hour-long gunfight with terrorists in Bajimaal, Dharamsala. A wreath-laying ceremony at Army General Hospital Rajouri paid tribute to the martyred soldiers. Their mortal remains were sent to their respective native places for final rites. 2. Meanwhile, BJP's Sushil Kumar Modi criticized Congress, RJD, and JD-U for Bihar's underdevelopment, citing their prolonged rule in the state. He dismissed calls to include reservation laws in the Ninth Schedule, referring to the Supreme Court's stance on its challengeability. Modi cited the landmark Coelho v. State of Tamil Nadu case, upholding the judiciary's authority to review laws conflicting with the Constitution's basic structure. 3. In more news, Rajasthan's Mangarh Dham village in Banswara district echoes urgent needs for basic infrastructure like roads, electricity, and water. The village was acknowledged as a national monument by PM Narendra Modi last year during the 'Mangarh Dham ki Gaurav Gatha' program. Its historical significance is tied to the tragic 1913 massacre of Bhil tribes, reminiscent of the Jallianwala Bagh incident. Turning our attention to international news, a Qatar court accepted the Narendra Modi government's appeal against the death sentence of eight ex-Indian navy personnel, postponing a specific hearing timeline. The move follows the death penalty awarded by Qatar's Court of First Instance a month ago. The Indian Ministry of External Affairs expressed shock and vowed to explore all legal avenues. 2. In ongoing news, North Korea's Kim Jong Un defended the recent spy satellite launch as self-defence, asserting the country's capability to strike globally. The move violated UN resolutions. Kim praised space scientists, emphasizing the launch's importance in confronting hostile forces. State media images depicted Kim's family celebrating, emphasizing the satellite's military potential. This was North Korea's third satellite attempt this year. 3. In a recent development, Paris Mayor Anne Hidalgo admitted unpreparedness for the Olympics 2024, citing transportation and housing concerns, especially for the homeless. Criticizing Paris region president Valerie Pecresse, Hidalgo pointed to insufficient trains and frequencies. She shared responsibility with the government but stressed unity. Pecresse asserted readiness, countering Hidalgo's claims. Hidalgo emphasized the need for a social legacy, aiming to address homeless issues before the event. 4. President Sanjeev Agrawal attributed this success to government policies and exporters' integration efforts in global value chains. The new Foreign Trade Policy 2023 aims to fortify India's global competitiveness and self-reliance. 2. In more business news, Bengaluru-based RMZ Corporation, led by Raj and Manoj Menda, unveiled an ambitious plan targeting USD 25 billion in assets over five years. The company will emphasize office, luxury residential, mixed-use, industrial, logistics, and hospitality sectors. RMZ has restructured its operations, appointing CEOs for each vertical. Opposition leader R. Ashoka accused the ruling Congress of widespread corruption, alleging a '60% commission' government in the state. He referenced a video featuring CM Siddaramaiah's son as evidence, criticizing the Congress for delaying payments to contractors while unearthing large sums of unaccounted cash. Ashoka asserted BJP's non-involvement in commission deals and urged immediate aid for drought-hit farmers. 2. In other headlines, the JD(S) has complained about alleged 'Congress miscreants' who displayed posters targeting party leader H.D. Kumaraswamy across Bengaluru. Concerned about the potential disruption of peace and harmony in the city, JD(S) leaders met with the Bengaluru police Commissioner, providing names and urging strict action against those defaming Kumaraswamy. The posters emerged following an FIR against him for unauthorized power usage during Diwali, for which Kumaraswamy paid a fine of ₹68,526, attributing responsibility to the electricity contractor. 3. In some more news, Health Minister Dinesh Gundu Rao announced the Anaemia Muktha Poushtika Karnataka Action Plan, aiming to reduce women aged 15-49 affected by anaemia from 47.8% to below 30% by 2030. The plan, with a budget of Rs 185.74 crore, focuses on screening, testing, and treating individuals across six pillars, starting with adolescent screening in December. The initiative targets 1.7 crore children aged 5-19 by February 2024, gradually encompassing pregnant women, lactating mothers, and others. 4. Up next, during a recent surprise visit to Bengaluru, the National Commission for Protection of Child Rights discovered two non-existent nonprofits that had received funds for child care. Despite being registered for caring for over 100 children, these entities were not found at their registered addresses. The NCPCR plans to issue notices and blacklist these NGOs and conduct a comprehensive audit across the state to ensure compliance with regulations and adequate facilities for children. 5. Now, onto other news, several train services, including the KSR Bengaluru-Devanahalli MEMU Special, Devanahalli-Yelahanka-Kempegowda International Airport Halt MEMU Special, and others, stand cancelled from both directions until November 29. The cancellation is due to ongoing work for the suspension of roads 4, 5, and 6 in the Bengaluru Cantonment yard. These efforts aim to widen platforms 2 and 3 and construct foot overbridge number 3 connecting all platforms, as announced by the railways. 6. Moving on, Manjula N, a 2002-batch IAS officer currently serving as Secretary of the Kannada and Culture Department, has been appointed as the interim managing director of Karnataka's Railway Infrastructure Development Company (K-RIDE). This decision, effective immediately, is temporary until a regular managing director is appointed, as announced by the Department of Personnel and Administrative Reforms. With only one corridor under initial groundwork, the project's completion deadline has been extended to 2028. 7. Meanwhile, the Karnataka Forest Department initiated a unique study on the future of wildlife conservation in Bandipur Tiger Reserve’s Eco-Sensitive Zone. Researchers found a slightly higher demand for ecological resources than supply in the area. The ESZ, acting as a buffer for wildlife and human habitats, faces challenges due to human activities. The study, conducted by environmental experts, revealed an ecological footprint surpassing the available biocapacity, signifying potential sustainability challenges requiring immediate attention to prevent resource degradation. 8. On a different note, Bengaluru gears up for the inaugural 'Kambala' buffalo race from coastal Karnataka on November 25-26 at the Palace Grounds, organizers confirmed. Chairperson Prakash Shetty emphasized the community's desire to introduce 'Kambala' to a broader audience, propelled by the interest sparked by the Kannada movie 'Kantara.' 139 pairs of participating buffaloes have already departed for Bengaluru, with sponsorship of their stay and food provided by former Minister H D Revanna. Former advisor to the prime minister's office, Bhaskar Khulbe, estimated the Uttarakhand tunnel collapse rescue to conclude in 12-14 hours, including a three-hour extraction period for the 41 trapped workers. This marks the first time a timeframe has been announced. Khulbe detailed the challenges faced. Post-rescue plans are in place, ensuring comprehensive assistance for the workers who have been trapped for 12 days. 2. Meanwhile, the Supreme Court is set to review petitions seeking reconsideration of its October 17 judgment refusing legal recognition to same-sex couples, scheduling the consideration for November 28. The review involves a plea for an open court hearing and the addition of a new judge to the bench due to a retired judge. The previous judgment was split 3-2, denying recognition to same-sex marriages and civil unions. 3. In more news, the Trinamool Congress lawmaker Mahua Moitra's controversy sharing log-in details with businessman Darshan Hiranandani to directly post Parliament queries prompted the Lok Sabha secretariat to alter the Digital Sansad portal access protocols. Personal assistants (PAs) can now only save notices as drafts; MPs must submit them. In a general weather update for the country, Delhi experienced its coldest day of the season as northwesterly winds caused the mercury to drop to 10.6°C, a degree below the normal. In ongoing news, Canadian Prime Minister Justin Trudeau, during the virtual summit led by Indian PM Narendra Modi, indirectly addressed the importance of upholding the "rule of law," as per his office's statement. Trudeau emphasized coordinated G20 action on international law without specifically mentioning Modi hosting the summit. He refrained from directly addressing the reported threat to the life of SFJ's Gurpatwant Pannun, mentioning ongoing collaboration with allies, including the US. 3. Moving on, Honasa Consumer's shares surged 20% following Mamaearth's parent company's robust quarterly profit report. Honasa's stocks hit the upper circuit at 423.75 rupees by 10:02 a.m. IST. The Karnataka government, led by Energy Minister K J George, has decided to waive arrears worth ₹389 crores for beneficiaries of 'Kuteera Bhagya', 'Bhagya Jyoti', and 'Amruta Jyoti' schemes. The government merged these schemes into 'Gruha Jyoti'. Additionally, tenders for 750 MW solar substations have been initiated, with a fixed rate of ₹3.17 per unit by the Karnataka Electricity Regulatory Commission. 2. In other headlines, Karnataka's legislative delegation, led by Assembly Speaker UT Khader Fareed, visited the Uttar Pradesh legislative assembly to observe the implementation of the National e-Vidhan Application, aiming to make the assembly paperless. Discussions in a lighthearted manner between UP Speaker Satish Mahana and Khader prompted this visit. They bantered about which assembly was superior, leading to the decision for Karnataka's delegation to explore UP's assembly functioning. Mahana expressed the likelihood of another visit from Karnataka. 3. In some more news, Deputy CM DK Shivakumar dismissed HD Kumaraswamy's claim of showing adult films, branding it baseless and ridicule-worthy. Shivakumar challenged Kumaraswamy to prove his allegations, stating his readiness to retire if found guilty. He also criticized BJP's drought tour, urging increased MGNREGA days for genuine aid and highlighted the government's action on electrocution incidents in Bengaluru. 4. Up next, the Karnataka government appointed senior IAS officer Rajneesh Goel as the upcoming Chief Secretary, succeeding Vandita Sharma, who retires on November 30. Goel, aged 59, a 1986 batch officer, holds the additional Chief Secretary role for the Chief Minister and the home department. With approximately 5,000 PGs housing over 450,000 individuals, particularly in IT-centric areas, Police Commissioner B Dayananda stated that the initiative isn't obligatory but assists owners and law enforcement, starting as a pilot project in Marathahalli. The rise in PGs, lacks proper oversight, leading to concerns raised by BBMP. 6. Moving on, the Richmond Circle flyover recently gained notice for murals portraying ten cricket legends from Karnataka, including Rahul Dravid and Anil Kumble. Executed by India Rising Trust and BBMP under the 'Brand Bengaluru' initiative, the murals aim to celebrate local sports. Termed ‘Kreeda junction,’ the theme honours the city's key sporting venues and schools hosting prominent tournaments, highlighting a lack of organized local identity displays in public spaces previously adorned with posters. 7. Meanwhile, the Karnataka School Examination and Assessment Board have opted to exclude the year/batch on answer booklets starting this year. This step aims to prevent the wastage of unused answer paper scripts by enabling their use in subsequent exams. Additionally, it aligns with the Board's plan for a standardized answer booklet for II PU and class 10 exams. The space meant for year/batch atop the answer scripts will remain blank, with students required to fill in the year alongside their roll/registration number. 8. On a different note, the state health department is observing World AMR Awareness Week until November 24 to educate the public on Antimicrobial Resistance and its threat to global health. Sessions in Bengaluru highlighted AMR's development when microorganisms resist drugs, weakening standard treatments. Experts emphasized how AMR not only affects common infections but also complicates medical procedures, like surgeries and transplants. Health Minister Dinesh Gundu Rao stressed responsible antibiotic use, urging pharmacists not to dispense them without proper prescriptions. National News 1. Moving on to the national news. Union Minister Smriti Irani commended PM Narendra Modi's monthly Mann Ki Baat program during her new weekly radio show on Akashwani, highlighting its focus on community-related efforts beyond policy matters. She emphasized its impact on diverse aspects, particularly gender issues. Irani's show, "Nayi Soch, Nayi Kahani," aims to amplify the voices of beneficiaries of government schemes, shedding light on their struggles and intending to create awareness about various beneficial schemes spanning 13 areas. 2. Meanwhile, the Supreme Court cautioned the National Company Law Tribunal against routinely ordering the re-evaluation of a corporate debtor's assets, emphasizing such directions should only occur in exceptional circumstances due to the tribunal's limited powers. Justices Vikram Nath and Ahsanuddin Amanullah noted that the NCLT's re-valuation orders impede swift resolution and should be issued only with cogent reasons. The court stressed the NCLT's authority strictly within the Code's boundaries. 3. In more news, Bihar's government officially raised caste-based reservations in education and government employment from 50% to 65%, aligning with a few states like Tamil Nadu surpassing the 50% quota. Governor Rajendra Vishwanath Arlekar's assent to two bills enabled this change, potentially shaping the upcoming general elections. Kerala, Mahe, Tamil Nadu, Puducherry, and Karaikal are expected to experience heavy to very heavy rainfall till 25th November, as per IMD's weather forecast on X. Multiple districts in Tamil Nadu, including Kanyakumari and Tirunelveli, might witness heavy rainfall. International News 1. Turning our attention to international news, Israel and Hamas agreed on a ceasefire, marking the first pause in the ongoing conflict since October. Israel pledged a four-day halt in bombardment in exchange for the release of 50 hostages by Hamas. Prime Minister Benjamin Netanyahu stated the war wouldn't end until Hamas is eradicated and all hostages freed. Qatar mediated the deal, credited partly to US President Joe Biden's involvement in more hostages and fewer concessions. 2. In ongoing news, the US conducted precision strikes on two Iraq facilities in retaliation to the recent attacks on US and Coalition forces by Iran and its proxies. The strikes aimed at Iranian-backed groups were a direct response to an attack involving close-range ballistic missiles on November 21 in Iraq. The strikes reportedly hit a vehicle of a pro-Iranian group in a convoy near Baghdad. 3. In a recent development, South African lawmakers passed a motion to close the Israeli embassy and sever diplomatic ties with Israel in the backdrop of the BRICS virtual meeting held recently. With 248 members in support, the motion, proposed by the Economic Freedom Fighters, gained traction amid President Cyril Ramaphosa's accusation of Israeli genocide in Gaza. Israel recalled its ambassador in response. South Africa, labelling Israel's actions as war crimes, referred the issue to the International Criminal Court. 4. He highlighted this risk at a bankers' conference, stressing the RBI's vigilant stance against inflation sources, particularly food-price volatilities due to extreme weather events. Das's repeated alerts, emphasizing active disinflationary measures, aim to align inflation with the target while supporting growth. 2. Over to news from the entertainment world. Actor Kartik Aaryan has officially signed a new film with Dharma Productions and Balaji Motion Pictures, announced on his 33rd birthday. Filmmaker Karan Johar, expressing excitement, confirmed the collaboration on Instagram. The film, directed by Sandeep Modi, is set for release on August 15, 2025. This follows Dostana 2's shelving, Kartik's initial project with Dharma, due to undisclosed on-set conflicts. 2. In news from Hollywood, Susan Sarandon, an Academy Award-winning veteran actress, faced termination by the Hollywood agency UTA following her anti-Semitic remarks and criticism of American-Jewish sentiments. Her pro-Palestinian stance and statements against Jewish communities triggered an intense backlash, prompting UTA to sever ties due to her disruptive opinions on the Israel-Hamas conflict, despite her long-term association since 2014.
