After 14 atmospheric rivers and hundreds of inches of snow, we would like to think that we can hope for the precipitation to stop - but have we received and stored enough to meet the needs of our population, our crops, and our environment not just for this year, but for the next 2-4 years? Matt walks through where California stands on 6 metrics that can help us answer that question in a rigorous way. Should California Legalize Supervised Drug Injection Sites?

San Francisco wants to open a facility where people could use illegal drugs, but Governor Newsom just vetoed a bill that would have authorized such centers. Would such sites reduce overdose deaths? Case For: 1. Supervised injection sites save lives by preventing overdose deaths 2. Supervised injection sites increase access to addiction treatment 3. Normalizing drug use reduces stigma, increasing usage of supportive services Case Against: 1. Supervised injection sites increase drug usage and worsen addiction 2. Supervised injection sites make the surrounding community drug-infested and crime-ridden 3. Supervised injection sites violate federal law What do you think? Case For: 1- Offshore wind farms can generate a significant amount of renewable energy 2- Offshore wind farms produce energy when it is needed most 3- Offshore wind farms don’t use land or block the view Case Against: 1- Offshore wind energy is very expensive 2- We currently lack the infrastructure to build and operate these wind farms 3- Offshore wind farms will hurt the environment and fishing industry What do you think? Should Califonia's Superintendent of Public Instruction be Elected or Appointed?

California Assemblymember Kevin McCarty has proposed ACA-9, which would change the Superintendent of Public Instruction to a position appointed by the governor rather than an elected office - if it passes the legislature and receives enough votes during the 2024 general election. Is this a good idea?   Argument in Brief:   Case For:  1- The SPI doesn't have much authority anyway  2- An appointed SPI would coordinate better with the governor   3- An appointed SPI would likely be more qualified  4- Voters don't know about the SPI role or the candidates to make informed decisions   Case Against  1- Changing it to an elected position steals a vote and voice from parents  2- It would reduce the SPI's ability to use the "bully pulpit" to influence education priorities  3- The SPI could slow down or obstruct the agenda of the State Board of Education and/or the governor's agenda   What do you think? Should California elect its superintendent of public instruction or let the governor appoint the SPI? Should California Skip Environmental Reviews to Boost Housing?

California’s Environmental Quality Act (CEQA) has been blamed for the state’s housing shortage. New legislation would bypass it when localities are failing to meet their housing goals. Will it help?   Argument in Brief:   Case For:  1- California is in dire need of more housing  2- CEQA slows and even blocks housing production  3- CEQA makes housing more expensive   Case Against:  1- CEQA ensures important protections for the environment  2- Local regulations are the primary deterrents of housing production, not CEQA  3- CEQA has already been amended to minimize its impact on housing production   What is your assessment of the arguments on both sides?
