The town of Chapel Hill is rewriting its Land Use Management Ordinance (LUMO for short) for the first time since 2003. Earlier this month, town staff released a draft of a new ordinance, with five overarching goals – including making the LUMO easier to understand; promoting housing affordability and density; promoting a wider range of housing options (the so-called “missing middle” between single-family homes and high-density apartments); strengthening environmental protection and resilience against severe weather and climate change; and promoting more local business and walkable mixed-use development.
