Arguing the affirmative is Jon Hartley, economist and Policy Fellow at the Hoover Institution. Arguing the negative is John Early, Adjunct Scholar at the Cato Institute. Moderator is Carrie Sheffield, Senior Policy Analyst, Independent Women’s Forum; Tony Blankley Senior Fellow, Steamboat Institute.
