Most of the Haitians under this plan moved to the US after the devastating 2010 earthquake which killed hundreds of thousands of people and destroyed the nation's infrastructure and disrupted the lives of 12 million Haitians. Most of the Syrians moved after the 2013 Civil War which displaced millions of Syrians and killed over 100,000 mostly civilians.
