The State claimed a gunman who killed four people and wounded five others wasn't insane... but after a jury found Michael Hayes NOT GUILTY by reason of insanity... the State changed its position and spent the next 22 years arguing Hayes was insane. How North Carolina kept Hayes locked away in a mental hospital long after doctors and judges questioned the need to keep him there.
