But here’s the 1A story: Utah (#5), Washington (#6), and New Orleans (#7) dramatically lose the lottery as once again the flattened lottery odds penalize the league’s worst teams to the benefit of more fortunate franchises like Dallas, San Antonio (#2), and Philadelphia (#3). 2.
