Is this approach going to drive users into the open source models from other countries and will other countries as a result of these restrictions push to build their own models, and as such US companies will seem less appealing both for investments and to contract by both governments and businesses around the world? Is this approach essentially stunting the growth of the likes of Anthropic and OpenAI both looking to IPO in the coming months? These IPOs can also have real impact on the economy
