The Case for the Great Lakes Development Authority: We review plans to integrate (5) stadium development projects, a shared regional rail centric infrastructure program, a plan to pay for it all without federal funding or new local taxes, and discuss the politics of it all. We answer the question, "Why would I support this?" from a couple of different points of view.  We acknowledge the foundational work of Rick Harnish and the High Speed Rail Alliance who identified the power of unlocking the St Charles Air  Line aka: Cross Rail Chicago - to establish a true Midwest High Speed Rail network.

Episode (11 of 11) - The How of the How.  We resume from our last review in April 2026. Governor JB Pritzker    requested a comprehensive plan merging the two existing House and Senate bills passed on May 31. The Chicago Bears recieved instruction to use provisions from each bill crafting passable legislation meeting the 3/5 veto session requirements. We deliver Operational Plan Rev 3.0 as the statutory framework to meet that requirement. We incorporate key details from PSC Chicago LLC proprietary Term Sheet, and the draft GLDA and Renaissance Campus Statutory Charter Frameworks. We’ll discuss how the 5 authority merger into the GLDA creates Sovereign Bonds, their importance with higher debt coverage ratios, their impact on the transit work streams, and new details in the Renaissance Campus, including gaming, public safety, and introduce the Southside Civic Endowment, the ORD express, and the $50B capital stack evolution from the original $11.1B as presented in our 2024 PRFAQ. Lastly, we'll review how the sovereign ledger ensures compliance with the newly enacted Artificial Intelligence Safety Measures Act - SB 315.  We invite the public, the press, SMEs, global bond underwriters, and private investors to stress test our math and legal assumptions. Sunlight to illuminate the collective path forward ensures transparency and strengthens the public's trust

Conversely, keeping specific land acquisitions—like Justin Ishbia's purchase of the Amtrak Coach yard—privately owned allows the project to completely bypass years of strict federal environmental reviews, like NEPA. Ultimately, this financial design leverages public ownership for lawsuit protection and private capital for construction speed, ensuring these critical upgrades are built significantly faster.
