The Keyz Health Crisis Simulation Lab
This 2023 doctoral dissertation by Arwa Mohammadnour Altaf evaluates the emergency preparedness of five hospitals within the Johns Hopkins Health System. Using the Baldrige Excellence Framework, the research assesses how these facilities manage leadership, workforce training, and operational continuity during crises. The author utilizes Hazard Vulnerability Assessments (HVAs) to identify the most significant threats to each hospital, such as pandemics, cyber-attacks, and mass casualty events. A critical comparison of Emergency Operations Plans (EOPs) reveals strengths and gaps in how each site prepares for and responds to these specific hazards. Ultimately, the study recommends standardizing communication and supply chain protocols to enhance the collective resilience of the entire health system. The work underscores the necessity of moving toward a capability-based planning approach to ensure patient safety during large-scale disasters.
