Let's be clear, we are often more afraid or fearful of taking steps because we really don't understand God's love for us. Perfect Love (GOD) drives out fear. I John 4:18. When we say we are confused or overwhelmed by a decision it is often fear that is present and not love (or the trust in God, our faith in His ability to do what He's calling us to do.)
