This Dispatch: As Iraqi forces encircled Mosul, many politicians have once again pointed to the organization’s imminent decline, as it looks set to lose its territorial capital in Iraq in addition to funding and prestige. It seems likely, however, that the so-called Islamic State will increasingly adapt and revert from an organization in charge of territory, people and resources to a group operating more like a traditional jihadist organization, with a group of leaders, financial support from wealthy donors, and a diffuse network of connections to other terrorist groups across the world.
