388YE Spring Equinox winds of fortune ===================================== Overview -------- Over the past three months, events have taken place which are of significance to the Empire and may require a response from her champions. These are the winds of fortune, counterparts to the winds of war that detail the Empire's military campaigns. They lay out situations, and usually include things that characters can do to take advantage of opportunities or to resolve problems. In almost every case, they start with a piece of flavour text. This fiction helps introduce the wind of fortune, or draws out a particular theme or element. Often, it represents a viewpoint that one or more NPCs might have in-character. In all cases, these pieces are intended to help create an atmosphere and provide a little entertainment. Where they contain opinions, those are the opinions of the fictional people depicted - and where they contain information or rumours, the assumption is that the reader will create their own context for that information or gossip if they want to use it in character. The body of the wind of fortune describes situations and lays out ways players can engage with them. Except where we explicitly talk about something being "rumoured" or use a phrase like "some might say..." the details of a wind of fortune are factual. They represent briefing material presented by the civil service or similar authoritative sources and represent something the average educated citizen would acknowledge as a reliable truth. Unless we specify otherwise, we're also being as thorough as possible. This information doesn't need further checking in-character. It's not an opinion, and we're not trying to trick you. As always, how much or how little of this information you choose to know in character is up to you. Part of the purpose of Winds of Fortune is to maintain the illusion of the Empire as a living, breathing place where things happen - and to make players aware of things their characters could know based on what their roleplaying says they have been doing for the past three months. It's perfectly acceptable to turn up to Empire having read only a few Winds of Fortune that directly interest your character; part of the fun on the field can come from learning about situations and opportunities in other parts of the game. In each case, we've tried to tag the Winds of Fortune entry with the nations or political bodies to which it is most relevant. We've done this to help people who are interested only in events that are especially relevant to them. In no way are these tags intended to be exhaustive; the Empire is a complex place, and very little happens in isolation. We are also adding the dates that they were last updated (other than typos and correcting red links) in an attempt to make it easier to keep track of the newest releases. Winds of Fortune ---------------- Other Events ------------ Trade Summary ------------- Mandates -------- You can find details of the mandates, along with the rest of the Synod judgements, here. A number of mandates were successfully upheld in the Imperial Synod last season. As long as the named priest provided sufficient liao, those mandates have been automatically enacted. Winter Conjunctions ------------------- Last event there were a number of conjunctions of the Sentinel Gate; their known outcomes are listed here During the Winter Solstice, there were a number of conjunctions of the Sentinel Gate identified by the Imperial prognosticators. In each case, a band of Imperial heroes used that conjunction to travel to a location far from Anvil and intervene in an ongoing situation. These are the known outcomes of those conjunctions. In the case of battles, it is important to remember that the Military Council can only make use of two of the major conjunctions each summit, choosing which to take advantage of during the Muster.

The life of Penni the White =========================== Overview -------- To commemorate the glory of Dawn's triumph in the Barrens, the noble historian and troubadour Hugh de Veran proposed the restoration of the Throne Room of the Castle of Thorns. When this work was subsequently commissioned and completed, Ser Hugh redoubled efforts to produce a history of the pre-Imperial Dawnish monarchs. Events in the Untrod Groves, involving the wicked manticore who names himself as Earl of that cursed manse, brought a timely relevance to this work. The National Assembly of Dawn asked Hugh to focus his efforts on the life of Penni the White, the king of Dawn who infamously seized the throne with the assistance of heralds of the Winter realm - and, it appears, the aid of the beast known as the Earl of the Groves. A manticore is not a creature of the realms, but a sentient being of the mortal world - one whose heart is steeped in a vile wickedness, and whose tail is said to contain a venom that rots the spirit itself. Legends claim King Penni killed as many Dawnish as he did orcs during his reign - his control of such a wicked beast as the manticore must have been key to this power. Hugh has taken his task quite to heart, and has produced an in-depth history of King Penni the White, as well as providing a little insight into the monarchs who followed and preceded him: Queen Eriette of House Stonecall, and Queen Simone of House Fayer. Hugh is making noises that he feels there are yet more stories of the Dawnish monarchy still to tell; however, for now he has returned to his regular duties working at the Castle of Thorns. There seems no research more timely than this. While there are rumours that Penni the White was recently called back to the threshold of the Black Gate at the Imperial Regio. What passed between the ritual magicians and this terrifying shade pulled from the bloody past of Dawn is known only to the witches themselves. What follows is Hugh's account of the tragedy of King Penni the White, a story few troubadours knew in full - until now. Before the king of monsters --------------------------- The man we know as King Penni the White is a figure of near-legend from the deep history of Dawn. We do not know exactly when he lived or died, as it is difficult to date specific reigns of Dawnish monarchs. The pre-Imperial practice was for the date to be counted from the length of the monarch's current reign - for example, a document might be dated from the Third Year of Queen Simone, rather than an absolute year number. We know from a few accounts that Penni's life was lived after the March, and that the later years of his reign combined with the Highborn civil war. That places him in a certain window, but it is not a window we well understand. Before the Empire, it becomes increasingly difficult to line histories up against one another, in part because of the aforementioned lack of a universal dating system. ### Penni and the old queen We do know the name of the monarch that directly preceded King Penni the White: Queen Eriette. She appears to have been from the small Weirwater house (in truth, a collection of minor houses who operated collectively on the national stage) of House Stonecall; Stonecall have recently re-engaged with Imperial politics, but their pedigree is a long one, and Queen Eriette may be one of their most notable historical members. Queen Eriette's reign was a difficult one. In her time the noble houses of Dawn were particularly divided by political scheming: some troubadours attribute this to the influence of the Realm of Autumn, but this may just be a singer's fancy. Queen Eriette chose the path of diplomacy in managing the nobility, and by all accounts was skilled at it - nevertheless, during her time Dawnish holdings retreated to the historical core of Weirwater and Astolat: indeed, even Weirwater was at times under threat from surges from the orcs of Semmerholm. One member of Queen Eriette's court was Earl Penni duBlanche - later known as King Penni the White. ### Penni the youth It was during Queen Eriette's reign that Penni grew up, made his nobility, and rose to lead his house. A few songs do exist of the life of the young Penni. They were not much sung after his reign - and so exist only in very old records; they are ballads written before his ascension to the throne. The young Penni was said to possess a rare and burning ambition which alarmed his uncle, the Earl of House duBlanche. Therefore, when his nephew asked for a test, the Earl set one he thought was impossible - to claim through strength or guile the dagger of Morza the Crimson, then the leader of the "Ulvenkin" of the fortress of Arnet in Ulvenholm. With the aid of a figure known as the "Boar of the Black Woods" (probably Sadogua), Penni - a formidable enchanter - is said to have concocted an enchantment of Night which aided a daring night raid on Ulvenholm. Their forces disarmed but did not kill Morza, and the dagger was retrieved. Newly ennobled, the achievement made a name for the "Young Ghul" - it established him as the de facto successor to his uncle and was a great morale boost for the Dawnish at a time when clear victories against the Ulvenkin were hard to come by. ### Penni and the strange fire There are other stories of Penni's early life that feel more likely to have been told after his death, when he had become a dark legend. They say that he possessed inexplicable powers that could allow him to surround himself in a strong aura at will, enhancing his natural force of will into something truly fearsome. He is said to have been able to imbue a room with a profound sense of purpose that commentators at the time found quite inexplicable. In one tale, he is said to have had within him "a strange fire, that at will he could breathe onto others so they might partake of its terrible heat and share in it". Some troubadours theorise that this seems to resemble nothing so much as the spiritual powers unlocked by liao - at least, a poetic description thereof - but at this time liao usage was unknown in Dawn, and confined only to the pious but insular Highborn chapters. The Highborn civil war itself broke out in the latter half of Penni's reign, as mentioned, and it was only afterwards that missionary efforts to spread the Way truly began in earnest. Dawnish spiritual beliefs before the Way are not well-recorded - this appears to have been carefully elided from many historical records - but it is likely Penni engaged in some mixture of idolatrous devotion to a "deity" (possibly the Sun itself) and the worship of the concept of glory as its incarnation. ### Penni the courtier House duBlanche were a house from the Garthmoor reputed to take only draughir as nobility; they had a reputation for being somewhat standoffish but loyal supporters of the crown. Their heraldry was a bloody drop on a silver field, and to this day such iconography in a house's colours can certainly raise eyebrows. Penni was said to be loyal to Queen Eriette; however, he publicly advocated for a totally different approach to the recalcitrant and rebellious houses. He was said to advocate for purges "hard and most brutal and bloody". While Penni was allegedly well-intentioned, Queen Eriette was eventually forced to exile him by nobles angry at his threats. House du Blanche moved their holdings to Dawnguard - then, as for much of history, an outpost of Dawnish control across the Semmerlak, and legally not considered "Dawn proper" for the purposes of the laws of exile of the time. The white earl in his exile --------------------------- The years of Penni's exile were long. Notably, while his house moved to the Barrens, he did not. He named a regent-earl, chosen from House Fayer (a subject house) - from this same house would come Simone, his lover and assassin. Of House Fayer little is recorded, but the practice of naming a regent from a subject house was not uncommon: it separated rivals within the master-house from true power, and gave the Earl-in-absentia a chance to evaluate whether a talented noble might be suitable for marriage into the master-house. ### Penni in the east Penni spent his exile travelling. He is said to have first travelled to the east, possibly as far as Axos (by ship), and possibly beyond - although that would be an unlikely distance in those days. Some tales say that he visited the desert-wastes of Xira, which certain tales call "the crucible of monstrosity"; however, this may just be literary flair. Commentators claim he learnt "strange arts" from the necromancers of the citadels, and it is true that he demonstrated in power a breadth of magical talent and technique that even the most critical accounts cannot help but laud. It is probable, if indeed he did travel to the south-east, that this is where he first learnt of manticore-lore: Xira is after all said to be the homeland of such beasts. ### Penni in the groves At some point - probably after his journey east - he returns to the Barrens for a season or two to manage his house. The legends say that this is when he first journeyed into the Barrens, hunting "the manticore of the deep groves" - until that time a legend only. It is said he encountered the manticore, and lived to tell the tale, but no more than that: this was not the occasion on which he tamed the beast and bound it to his service. The same songs that talk of his "strange arts" in his youth say that that "self-same fire" burned away the manticore-sting from him and his companions: exorcism is known to be effective at relieving the effects of that strange curse, so again we see this persistent theme of him exhibiting ceremony-like powers not achievable without liao. This might indicate a deeper link to Highguard than the historical record describes. ### Penni in the west After the battle with the manticore, he travels westward, journeying eventually to the lands of the Ushkans, to Kallavesa and Sermersuaq (discussed in a little more detail in the People of the North essay). We know this because a figure not unlike Penni appears, rarely, in some tales of the people of the swamps and the lakes. It is unclear whether his visit happened before or after the coming of the Steinr and the Vard - it seems as though it is before, simply because it is only Ushkan, Kallavesan, and Suaq tales that this figure appears in, but one might equally argue that the Steinr and the Vard simply had a steel-edged solution for strange monsters, and Penni duBlanche gave them a wide berth. When he does appear he is "the strange knight from a distant land", who bears unfamiliar magics and a monstrous fire inside. They seem to have regarded him, and possibly all Dawnish, as in essence some kind of monster from the east - to be handled, carefully, bargained with, perhaps, but certainly never to be trusted. He is said to have spent several seasons with the icewalkers of Atkonaroq, and may even have met with the hylje of the north in their company: in the stories, this visit presages a period of relative distance and hostility between the Suaq and the hylje, for reasons that are unclear. ### Penni returns He then begins his journey back east. Navarri records sadly do not seem to record his passing through Miaren, though presumably they would if he had been in conflict with them at the time - the reality is that the Navarr, while their histories are deep and accurate, tend to focus on their own past and that of Terunael more than that of others. There is some suggestion that he may have at one point travelled south to Highguard, but the Highborn do not record anything of him in their own histories, save dark tales of the evil king of Dawn who conquered much of Casinea while the civil war raged - territory they only regained after his eventual death. There is one biography of the paragon Lepidus which claims as one of his miracles that he prophesied this invasion, which would happen only after his death. The horrors of the knight of ghuls ---------------------------------- Rope-Chewer is an eternal villain, and remains in the stories of Penni the White up to the present day. At some point, we can be certain, he made a bargain with Agramant. It isn't clear when - perhaps, in fact, he did this at an early age, and this was the source of these reported abilities that suggest access to liao. Perhaps these abilities were not spiritual, but were some fell magic of the Voice of the Pines - though magic has always struggled to replicate the talents of the exorcist. Whatever the fact of the matter, the bargain happened, and it was on his return to Dawnguard that it came to fruition. ### Penni and the monsters This period of his life is the best-documented and thus most-mythologised. Many fearsome and strange creatures began to fill the halls of House duBlanche, and yeofolk went missing with some regularity. In this time, however, the right of an Earl over the life of their yeofolk was considered all but absolute - certainly it was no business of the other houses, so long as the predations of the Hungry One were kept only to those yeofolk who served duBlanche. And many did still serve - whether out of fear or reverent loyalty, it is hard to say. It is probable he made deals with other eternals; certainly, his long travels seem to have given him a vast wealth of experience and nous when it came to treating with the realms. ### Penni masters the manticore His battle to master the manticore happens at this time. This is described only in earlier versions of the tales: as centuries passed, and the beast we know today as the Earl of the Groves became quiescent and slipped out of time and memory, the threat became a less immediate one, and later tellings of the reign of Penni elide the beast of the Groves entirely. Very few details of this fight are known, save this: thereafter he never again showed that "strange fire" he had once shown. He was changed by his encounter in the Untrod Groves, forever less at ease somehow. Perhaps this is simply the nature of what it is to rule. One thing is of note: he is said to have complained often that he never dreamed. A dreamless sleep is a symptom of many things, but in legends that includes the manticore's venom. Could he have been nursing a wound that never truly healed? We may never know. ### Penni seizes power What follows is well-known. Queen Eriette dies of a short illness. This is, on the balance of probabilities, probably natural causes, though there are certainly attempts during and after Penni's reign to blame him for this. His loyalty to the Queen appears to have been strong in his time at her court, and even during his reign he is recorded speaking of her with fondness. Regardless of the truth, he marches on Astolat, probably taking the low road through Holberg and sailing the Semmerlak to Weirwater before moving south. By the time he has reached the Castle of Thorns, he has amassed many followers, who it is widely agreed were attracted to his display of fulsome and glorious power and ambition. He issues the challenge of the crown and handily wins the ensuing tournament - he is sometimes described as having "seized" the crown, and certainly it seems that the result was something of a fait accompli. He sits the throne of Dawn with the open support of Agramant and his minions and begins ten years of bloody rule. The rule of the cold king ------------------------- "He killed as many Dawnish as orcs", they say - and this is probably true, although if you also count the Navarri, Karovites, and Highborn he killed, it probably does weight it more in favour of the enemies of Dawn. His reign is characterised by two things: military success against his enemies without, and tyrannic repression of his enemies within. ### Penni the victor Soon after his reign began, he initiated a massive push by the armies of Dawn in every direction at once (in those days they numbered perhaps four, but after his initial conquests he is said to have raised a fifth - its name is not consistently recorded, but the most common name is the Howlers of the Sun). He pushes into Semmerholm, Karov, Temeschwar, Miaren, Casinea and even Brocéliande. None of the neighbouring nations are quite prepared for this level of coordinated assault, especially as he seems to strike at times when they are suffering periods of internal weakness (such as the Highborn civil war, previously mentioned). It seems likely that the dark whispers of Agramant told him where he could make most effective and bloody strikes. His campaigns are characterised by the use of fell enchantments on a great scale - he seems to have welcomed into his court every enchanter and weaver cabal of Dawn who had even the slightest association with darkness. It is possible his assaults on what is now Varushkan and League territory were motivated by attempts to claim the power of the darkness of those strange lands. Holberg escaped his predations; that may simply be because he never truly held Semmerholm with enough confidence to march on the burgher-citadel, or possibly it reflects a genuine if temporary alliance made during his time in exile nearby. ### Penni the tyrant His military success was paired, however, with brutal purges within Dawn. It is in his purges that the origin of many modern "Barrens houses" is found - many nobles move to the Barrens to escape his scouring. He shows little interest in the Barrens itself, and there are many houses that weather the storm by spending the years of his rule questing in that vast land. While the Dawnish obsession with that territory long predates Penni, in many ways he sets up the real foundation for it to become a lasting concern in the many centuries to come. In the "home territories" of Astolat and Weirwater, every house that had ever given Queen Eriette trouble is crushed without remorse. He rarely wipes a house out entirely, but he is said to have delighted in reducing them to a shadow of their former selves. Of course, Glory is irrepressible: among the legion of houses he targets is House de Rondell, and any keen observer of Imperial politics will tell you that they were far from destroyed on that day. Despite the purges he seems to have enjoyed a popularity with surprisingly many yeofolk, who were rarely victims of his killings. The yeofolk of houses directly targeted, of course, despise him, but many others seem to have regarded his conquests and even the purges themselves as an expression of glory. In some songs it is said that this was the true aim of Agramant in aiding Penni - to sow seeds of darkness in the hearts of the Dawnish themselves, and warp the pure pursuit of love and glory into something darker and more fearsome. However, popular as he was, there was a distance between Penni and his subjects. He remained unmarried for nearly all of his life. While he had many suitors, it seems he truly struggled to connect with others, and courtships never seemed to last. It is true that there are tales of youthful romances in his youth that never become true love, which seem to reflect the ordinary courtships of a Dawnish noble. However, after his ascent to the throne, he seemed to struggle with friendship and connection of all kinds, which seems quite natural in the circumstances. There is always a burden in rulership - how much more so, for one who ruled such as he? ### Penni in love and death In the tenth year of his reign, he met a young yeofolk from House Fayer. A grand-niece of the current Earl from a cadet-branch of that house who has not made her nobility, Simone of House Fayer is said to have been beautiful and charismatic in equal measure - a troubadour's troubadour. She managed to connect with King Penni where no others had. They had a brief and passionate courtship. Yet in secret she had taken a test from the Earl of Fayer - "to end by any means the reign of the tyrant-king". On their wedding-night, she gutted him with a dagger. All the songs agree - perhaps because many were written by Simone herself - "Penni died content, some irrepressible force released at last, a great weight leaving him". The fall of the house of duBlanche ---------------------------------- After his death, there was a long period of interregnum, during which Earl Fayer served ably as part of a council of regents who worked to restore relations with Dawn's neighbours and purge the monsters from their lands. House duBlanche was formally disbanded: most of its nobles were exiled. Dawn's holdings retreated back to Weirwater and Astolat (and their long partial holdings in Semmerholm and the Barrens). Despite this, overall the borders were more secure than they had been in a century. Therefore, Penni achieved the goals he had begun with, but at a terrible price. By the end of the regency Dawn was more stable and prosperous than it had been since the time Queen Eriette took the throne. Simone is said to have travelled to Highguard almost immediately after her act, where she became an early convert to the Highborn Way (at least as it existed then). She is said to have held a powerful dedication to Ambition thereafter, one she fulfilled by ending the period of regency with a short but well-regarded stint as the Queen herself. This detail has been lost from many legends, which more than anything else is because of the tendency of Dawnish tales to cease at the end of a monarch's life - but the records in the Castle of Thorns confirm the fact. Of her erstwhile husband she spoke little, but there are some sad ballads ascribed to her in the twilight of her life that suggest a surprising respect for the man - or at least the man he could have been, had he not chosen the darkest path for the fulfilment of his ambition. 388YE Spring Equinox interlude ============================== Overview -------- Downtime following the Winter Solstice will soon be open. It allows players to process their character's downtime choices. Not all resources allow a player to make a choice about how they operate between events, but we've provided information about new opportunities for fleet and military unit owners in particular as well as a reminder about existing opportunities created at earlier events. On this page, we've outlined and offered some context for various effects and events. As always, these include quick summaries, mostly out of character, to explain effects such as large-scale enchantments and curses. In some cases, there may be further developments around the events listed here in the Winter Solstice winds of fortune. They may also be handled with a Resolution entry on the appropriate Wind, or a note in the Other Events section of next events Winds of Fortune page. The deadline for Downtime submissions is TBC Choices ------- During the Winter Solstice, there were a number of Senate motions, Conclave declarations, Synod judgements, and Military Council orders Each summit the Senate raises and votes on motions, the Conclave debates declarations, the assemblies of the Synod discuss judgements, and the generals of the Military Council issue orders to their armies. You can find details of these many decisions here: Senate sessions Synod judgements Conclave sessions Military Council orders The Civil Service is responsible for ensuring that these motions, judgements, declarations, and orders are public knowledge. Not everything is widely distributed across the Empire, but any character who attends Anvil can easily find out details of what went on in the houses of power during the event. Imperial Guerdon ---------------- The Imperial Guerdon is a bursary set up by the Imperial Senate primarily to reward military units that support Imperial armies, spy networks, and fortifications. The value of the Imperial Guerdon is divided between each military unit and fleet that supports an army in proportion to their effective strength. The Quartermaster General of the Imperial Armies has the power to exclude any or all Imperial armies and navies, fortifications, or special projects (such as spy networks) from the Guerdon. If they do so, then a character who supports such an army, fortification, or special project will receive nothing for doing so. The Guerdon remains at 500 Thrones. This season, the Quartermaster General of the Imperial Armies has announced that shares of the Guerdon will be shared between military units supporting the following armies: Argent Sword in Redoubt Drakes in Mitwold Eastern Sky in Sarangrave Narwhal's Spear in Bregasland No other armies, or actions by military units or fleets, will receive shares of the Guerdon. Argent Sword Drakes Eastern Sky Narwhal's Spear Military Units -------------- Players who control military units can choose from a number of downtime options Not every military unit is eligible to participate in every venture Left to their own devices, a military unit defaults to the mercenary work option Any player whose character controls a military unit can choose from several downtime options by logging into the downtime system. They may choose to support an army, defend a fortification, or support a spy network. They can also choose one of the many ventures. Left to their own devices, a military unit defaults to mercenary work, guaranteeing an income of money along with a random chance of herbs, more money, mana crystals, ingots or measures. Players who want to support one of the Imperial armies can also read the orders issued by each general before making their decision. These orders are a matter of public record within the Empire and also available on the 387YE Autumn Equinox Military Council orders page. This new page makes it easier for players to read all the orders before making a decision; previously the only way to do this was to painstakingly click every army in turn. It's also possible for players without military units to see the orders, without waiting for the Winds of War (assuming the orders related to an area that produced a full write-up). As always, the guidelines around discussing military matters online can be found here. ### Support Earthquake Drummers Imperial military units can support the Earthquake Drummers The Thule army is part of a larger effort to invade the Forest of Ulnak A standard military unit that takes this action will receive 7 mana crystals Rak Who-Speaks-For-The-Dragons-Undivided issued an invitation on behalf Tathenon the Gyre, Who Wields the Might of the Sky. Any Imperial warband that wishes is welcome to join the Thule in their assault against the Druj in the Forest of Ulnak. Those who wish to do so may fight alongside the Earthquake Drummers, who lead the assault against the vermin of the Mallum. Any captain who brings their warband will be granted a gift of crystal mana. A standard military unit will be rewarded with 7 mana crystals, with an upgraded or enchanted military unit receiving proportionally more. For more information, see the Invited with apserity wind of fortune ### Root out the Face-peelers Varushkan military units can take a raiding action to root out the Face-peelers If at least seven thousand five hundred strength is assigned to the action, then the trudnik will be forced from their lairs in Karsk and Ossium The effort is supported by the Boyar's Hasta, who will provide their full army strength, but it will have repercussions A standard military unit that takes this action will receive six random measures and a phial of Corrupt Blood Following the Winter Solstice, Varushkan military units will have the opportunity to undertake a raiding venture called Root out the Face-peelers. This will involve working with the Thule in Karsk and Ossium to track down nests of "trudnik" and, where they are found, employ axe and flame to destroy them. The Claws of the Dragon are a fairly small organisation, but they are supported here by a cadre of warriors and hunters. Regardless, the full success of this venture will depend on Varushkan involvement. A standard military unit that undertakes this venture will receive six measures of forest materials, and a phial of Corrupt Blood. This latter is a vile potion brewed by the trudnik that infuses the drinker with preternatural strength and endurance. A military unit that has been upgraded or enchanted will receive proportionately more. Unfortunately, this raid comes with a cost. One of the problems is that the glamour the trudnik use makes it easy for them to masquerade as Varushkans with the draughir lineage. A thorough attack on the trudnik will cause trouble for the draughir of Karsk and Ossium; following the Winter Solstice they will receive a -1 penalty to the production of their resource unless it is a military unit taking the Root out the Face-peelers action. Even if few military units get involved, the inevitable suspicion and doubt that is seeded will be enough to unsettle the affairs of draughir in Karsk and Ossium. Serafina Semenov, the General of the Boyar's Hasta has ordered the army to support the efforts, but the army has been enchanted with Clarity of the Master Strategist, rather than Bound by Common Cause. As such, whilst it will support the action - providing forty-two hundred strength - there will be some repercussions, with the general being responsible for at least one conjunction at the next summit. If at least three thousand three hundred strength of military units support the raid, then the Empire will be able to expand their knowledge of these creatures, and finally get some reliable evidence of what they are and what they are doing. There will be some mopping up to do - at least one of the trudnik lairs in Ossium is apparently very old and extends into the earth - and if there is a dark spirit involved with the face-peelers it may fall to the Empire to deal with it. For more information, see the Invited with asperity wind of fortune ### Swords Against Darkness Urizen, League, and Dawnish military units can take a questing action to attack the threats in Spiral If at least two thousand strength is assigned to the action for three seasons over the next year, then the venture will remain A standard military unit that takes this action will receive three mana crystals and two doses of liao After a lot of work persuading some of the wealthier Apulian merchants and key arbiters, Naomi has been able to persuade them to back an attempt to solve the problem. The solution is simple enough, and for once, Naomi 's idea requires relatively little upfront investment. If the Empire can muster enough military units to directly attack the threats in Spiral, then that the inhabitants of the territory would be able to get on top of the problem. If that could be achieved, it would only need a little support on an ongoing basis to keep the threats under control. Naomi likens it to weeding an overgrown garden - it requires a lot more effort to get the weeds under control than it does to keep it that way. With the backing of wealthy patrons, the venture would provide 3 mana crystals and two liao to any standard military unit taking part. A military unit with at least 200 effective strength (from upgrades or rituals) would receive a Circlet of Falling Snow as part of their rewards. The potential returns aren't great - but of course the Senate could always apply the Guerdon to the expedition. The venture would last for a year - but if at least 2000 strength of military units undertook the venture on three seasons out of the four, then the venture would remain available for the foreseeable future. If that happened, then the taxation of the territory would permanently increase by 6 thrones a season and the current penalty to military units from the Black Plateau would be permanently removed. They may choose to trade with a foreign port, engage in raiding barbarians, quest in search of glory or renown, scout either to support a smugglers cove or as part of another stealthy option, or commit to guarding a convoy of other ships. Left to their own devices, a fleet defaults to maritime escort, guaranteeing an income of money along with a random chance of herbs, more money, mana crystals, ingots or measures. ### Trade Summary Imperial fleets can trade with ports in Axos, the Commonwealth, Faraden, the Iron Confederacy, the Sarcophan Delves, the Sumaah Republic, and Zemelslo Production depends on the port chosen, and can be increased by upgrades and enchantments Imperial fleets can trade with a number of foreign nations who have chosen to open some of their ports to visitors from the Empire. The assumption is that a ship trading with a foreign nation makes enough from selling their cargo to cover their running costs, crew salaries and the like, but that there is enough profit to provide the character who owns the fleet with valuable goods of interest to the folk who attend Anvil. Normally, these actions are used to preach one of the Imperial virtues, or the general teachings of the Way, allowing a Synod member to change which of the virtue assemblies they belong to. After the Winter Solstice, there are four lectures available. ### Investigate Sarvos League congregations can choose to investigate Sarvos A congregation that takes the Preach Vigilance - Investigate Sarvos will receive no liao and be placed in the Vigilance Assembly at the Spring Equinox 388YE Highborn who take this action will take part in interviewing the faithful in Sarvos, investigating leads and clues in the city, and potentially identifying any traitors to the Empire. Any congregation owner who takes this lecture will receive the standard amount of votes but no liao, that will be consumed in the course of their activities. They will be placed in the Vigilance Assembly at the Spring Equinox. If at least 30 congregations take part, this will create opportunities through the Sentinel Gate at the Spring Equinox 388YE to uncover details about the espionage ring and potentially shut it down. Unfortunately, the disruptions to normal business will see tax revenue from Sarvos reduced by four thrones for the season. The Sarvos Chamber of Commerce voted to encourage the orcs studying and working at the College of the Liberated to help. The orcs will spend the season ingratiating themselves in the city, and pass on information to those investigating in the city. For more information, see the Finding is the final act wind of fortune. ### Support the Pilgrim's Defiance Highborn congregations can choose to support the Pilgrim's Defiance against the vallornspawn in Therunin A congregation that takes the Preach Virtue - Support the Pilgrim's Defiance will receive no liao but remain in the same Virtue Assembly If 10 congregations preach support for the army then casualties will be reduced by 10% If 20 congregations preach support for the army then territory conquered by the army will be increased by 10% Not every grey pilgrim joined the Pilgrim's Defiance. Some were exhausted by their long march and eager to return to the life they had given up to walk the trods. They did not forget their comrades, and will support their fellow pilgrims when asked. Such support can take many forms, providing herbs, potions and liao for their friends and relatives in the new army, or volunteering with the army's field hospital and supply train. Such support can be invaluable in raising morale and supporting the army as it fights. Any priest that chooses this option will receive votes as normal and remain in their current Virtue Assembly but they will not receive any liao. All supplies will be used to bolster the spirits of those working to support the army. If at least ten congregations support this action, then it will provide significant benefit to the army while they are fighting the vallorn, reducing casualties suffered by a tenth. If at least twenty congregations support this action, then it will also help the army press forward increasing territory captured by that army by a tenth. Individually, the generals have responsibility for the orders given to the army under their command, while the admirals provide the orders for the navies. A general commands a single army, drawn from volunteers from their nation. Once a general is given their command, they have sole authority to order the army to move or attack as they choose. After each summit, the Civil Service quickly circulate the orders each general has given among Imperial citizens, allowing military unit captains to decide if they wish to commit their own force to support an army, and if so which army to support. During the Winter Solstice 387YE, the following orders were submitted by Imperial generals. I'd asked my mother about them, and she told me as she thought I could bear. I had to get out of bed, feeling through the desk, and down two flights of stairs to find the light. I thought monsters with poison knives were chasing me the whole way. For years, people - Young and old, human and orc, Urizen and Dawnish and Highborn and sept.=, have woken up in the night and thought the Druj were coming for them - and been right. The fear they spread is anathema to virtue. There is no place for them in Utopia. We stand halfway up the mountain of their destruction and must only finish the climb. Sentinels. My soul at liberty ================== The strange bird-faced creature whistled to itself as it approached the desk. Not bird-song, not exactly - the tune was something more human, something more familiar. It was catchy, uplifting in a way. It made Jorgen smile. Days like this were great, much better than when an emissary of one of the Bound turned up or some horror sent by Cornwalker. He needed more days like this."Welcome to Anvil, may I help you?" With a normal visitor he would have added the honorific "citizen", but clearly this was no citizen of the Empire. A denizen of the realms - a servant of the Speaker in Dreams he was sure of it. He remembered studying these creatures for his civil service exam.The creature stopped, almost as if surprised that he had spoken to it. If it had a mouth it probably would have been grinning at him, the effect wasn't quite the same with a beak."Salutations. Remonstrations. Ex-pec-tations" It sounded the first few syllables of the last word out, as if tasting the words."Welcome to Anvil" Jorgen repeated, unsure of what else to say in the circumstance. The bird-faced creature trilled at him and then carried on as if everything made perfect sense."Interlocution. Contribution. Sub-sti-tution."Jorgen had met Day heralds a bit like this before. All pretentious and constantly spouting synonyms and homonyms as if it made them sound clever. This was something different. Lashonar's strange little bird creature talked as if enjoyed the taste of the words it was saying. As if each syllable were a delicious morsel."Presentation. Documentation. Val-e-dation" the creature was dancing round the room, and despite everything its upbeat spirit was infectious. It stopped, produce a letter from it's tattered robes - and placed it carefully on the desk in front of him. He glanced down. Never take your eyes off them they'd taught him, but it seemed safe enough given the circumstances. There was a name on the outside of the letter, it was addressed to the Song of Liberty. He wasn't sure he knew who that was.Before he could ask for more the bird-faced herald was already dancing towards the door. It exited the room singing the same song it had entered to and this time he couldn't help but join in. A deep abiding oath... I love it here around this fire... He faltered slightly, unsure of what came next. The bird was gone and the song with it.Jorgen glanced down - there was a name on the envelope now, he was sure had not been there a moment ago. Jarrigk Silktongue, the Song of Liberty. Overview -------- As is their right, the tiny nation of Axos has taken the unusual step of calling a meeting of the Liberty Pact. They invited every member of the Pact to submit proposals for amendments to the Pact; the Empire chose not to submit anything, but the other nations have seized the opportunity to advance their own agendas. To facilitate the meeting, and avoid the dangers of Sumaah and the Commonwealth needing to commit to a dangerous journey when both nations are at war, the eternal Lashonar has agreed to provide the Caucus Forum to permit delegates to talk to each other without concern for the distances. That will present a few challenges of its own of course, but presumably nothing that can't be overcome. Attending the Pact ------------------ The meeting of the Liberty Pact will take place at 19.00 on Saturday in the Caucus Forum The Voice of Liberty and their aide will be collected from the Hall of Worlds by a herald of Lashonar The Voice of Liberty Jarrigk Silktongue or a representative they appoint, is expected to attend the meeting on behalf of the Empire. Each of the other signatories will send their own Voice, or a proxy thereof. Each emissary is allowed to bring a single aide with them to offer support, but the aides are not expected to directly participate in the discussion. This restriction might prove harder to enforce than the Axou perhaps realised when they chose to use the Caucus Forum given that its patron Lashonar encourages free communication. Regardless of how it plays out, the only Imperial citizen who will get a vote on whether to amend the pact or not is the Voice of Liberty. As the meeting is taking place in the Caucus Forum, the Voice of Liberty and their aide will be collected from the Hall of Worlds by a herald of Lashonar at TBC. Provision will need to be made to allow access for anyone who is not a magician - a Pauper's Key or The Ambassadorial Gatekeeper for example. ### The Magpie in the Room The meeting of the Liberty Pact will take place in the Caucus Forum, a space for communication provided by Lashonar The eternal Lashonar has been placed under enmity by the Conclave Care must be taken to avoid engaging in treason when communicating with an eternal under enmity The Caucus Forum is a boon offered by Lashonar - a special chamber that can be accessed from many different locations as the eternal desires. When the Axou called the Liberty Pact together there was no issue with the Empire attending a meeting in the Forum - indeed it has been used repeatedly by Imperial citizens over the years. Last season however the Conclave supported a Declaration of enmity against Lashonar raised by the Archmage of Night Bella Vicente d’Apulian. In the words of the Archmage, "the Unstoppable Gob has to be stopped from spilling our secrets to our foes." This presents a conundrum. The Empire believes Lashonar spills secrets to the Empire's foes, and yet a sensitive meeting to discuss the business of the Liberty Pact alliance is taking place under his roof, facilitated by its heralds. The magistrates remind citizens that it is not a crime to speak to an eternal or herald that is placed under enmity - provided one is not a sorcerer of course - but that Trading or dealing with an eternal under enmity is illegal and will be investigated as treason. Any Imperial citizens who visit the Caucus Forum must be mindful that they are dealing with an enemy of the Empire. They are asked to speak to one of the chief magistrates - either Stanislav Karkovich or Cosme i Zuhri i Guerra - before attending the meeting. It has been suggested that the Celestial Arch consider sending an observer along to such a meeting to ensure that everyone knows what they need to do, or not do, while dealing with Lashonar in its own space. Likewise, the chief magistrates would like to speak with the Voice of Liberty and their aide after the meeting; there's no requirement for them to disclose the details of the meeting and it is merely an informal chat to reassure everyone that there are no grounds for pursuing an investigation of treason. Again, representation from the Celestial Arch would be ideal, as they are the foremost experts on the complex diplomatic problems of dealing with eternals. Agenda ------ The Axou have prepared an agenda made up of the amendments proposed by each member of the pact In line with the Liberty Pact, "Each member of the Pact will ensure that they have provided information on any issues they plan to raise and provide the wording of any vote they wish the pact to discuss in advance of the meeting." The Commonwealth, Sumaah Republic, and Axos have all presented amendments to the Pact they wish to debate and then vote on. As the chair of the meeting, and the signatory that called it, the Axou have arranged the agenda. The Liberty Pact is not the Senate; as such it is possible for the members to discuss and alter the wording of an amendment during their debate. Only once the matter is voted on is the wording finalised, and nailed down. ### Centring the Way (Sumaah) Sumaah seeks to centre the Liberty Pact on the Way of Virtue It is impossible for true liberty to be achieved without the guidance of the Way. Only the Way truly recognises the need for individuals to be free to pursue their ambitions, and only the Way appreciates the true nature of prosperity and the importance of labour receiving just rewards. As such, all signatories to the Liberty Pact will welcome missionaries versed in the Way to spread the true faith and to help people understand the real meaning and importance of destroying the institution of slavery.Sumaah It is notable that the Axou have placed this point first on the agenda. This amendment is likely to be bitterly opposed by Axos and the Commonwealth. The former view the Way as an abomination that serves the wicked Creator, while the latter are very careful not to prioritise other religions over the Common Good. One civil servant notes wryly that the Commonwealth desire to remove the Axou from the Pact may prove short-sighted given they would be their staunch allies in resisting this kind of amendment being forced on them by their two virtuous peers. ### Amend Trade Requirements (Axos) Axos seeks to change the requirement for free trade with other members of the Pact to a prohibition on embargo The requirement that each signatory to the Liberty Pact enforce free trade with the other signatories should be replaced with a prohibition on embargos between members of the pact. Members of the Pact should trade with each other, but should be free to set their tariffs to best support themselves.Axos The Summer 384YE amendment requires all signatories to the Pact to practice free trade with every other member. The Axou are clearly finding this rule onerous - being unable to place tariffs on trade from the Empire, Sumaah, and the Commonwealth appears to be at risk of overwhelming their vastly smaller economy. They want to flip the clause, so that instead of requiring free trade, the Pact simply prohibits members from embargoing each other. That would give individual nations the ability to permit free trade or place tariffs as they chose. It is not clear that this will work as well as Axos seems to hope - left to their own devices the Sumaah in particular are likely to demand significant tariffs on any Axou trade coming to them. It is possible that they do not believe they have anything to lose. ### Remove Jarmish Embargo (Axos) Axos want to remove the embargo on trade with Jarm The Summer 384 Amendments relating to embargo and free trade should be struck down. The Liberty Pact already says that signatory nations will place economic or trade sanctions of their own choosing on nations defined as slaving nations above.Axos The clause embargo trade with the Principalities of Jarm is a significant problem for Axos. They've recently been caught dealing with Jarm in a way that technically violates the Pact, but there's no indication they're trying to apply this retroactively. More likely, they are looking to resume their dealings with the Jarmish wizards if they can. Their argument is that the Pact should not dictate what level of sanction is applied to any other nation, as long as sanctions are applied. They've also been pretty clear they think the proscription against Jarm is nothing less than the Commonwealth trying to use the Liberty Pact to pursue their own political goals and nothing to do with slavery. The Commonwealth will fiercely contest any attempt to remove the embargo against the Principalities from the Pact; any argument to get them to endorse such a thing will need to be particularly compelling. It's hard to predict how Sumaah might respond to this and a lot will depend on how their High House of Prosperity is feeling about an outside body dictating their tariffs. ### Condemnation of Large Scale Disasters (Axos) Axos want the Pact to expel any member who creates a large scale magical disaster Members of the Liberty Pact will condemn and eject any member found responsible for creating a large scale magical disaster such as the Cold Sun incursion into Lantir.Axos This amendment has been placed before the Commonwealth amendment that deals with a similar matter. It has some flaws, mostly in that it doesn't lay out how a member nation might be "found responsible" for creating a large scale magical disaster, nor explain what constitutes "large" in the eyes of the Axos magicians. The Commonwealth would presumably be in favour of this - but a lot will depend on whether they were in fact responsible for the Cold Sun invasion as some rumours suggest. Sumaah is likely to be in favour - they are quite leery of eternal involvement on a large scale. The civil service have assessed this wording and are concerned that it is very vague. They do not expect the amendment to pass given the lack of concrete definition, but it might be upheld as a matter of principle rather than a full amendment. They also caution that given recent diplomatic developments between Axos and the Empire this is likely not about Cold Sun at all, but about the threat of the Empire unleashing the vallorn. ### Cold Sun (Commonwealth) The Commonwealth calls for Pact members to aid each other against the Cold Sun The Cold Sun represents annihilation. This is an evil on par with that of slavery; it denies living individuals their liberty in a profound way. Members of the Liberty Pact will aid each other in opposing it wherever it makes incursion into the mortal realm.Commonwealth The Commonwealth are asking for aid from their fellow pact members to resist the Cold war#incursion of Cold Sun in Lantir. There is some room for amendment to their wording - the initial proposal was apparently that the eternals and their servants are a threat to mortal liberty and should be resisted wherever and whenever they stage an incursion into the mortal world. This amendment is an attempt by the Commonwealth to gain allies for its personal struggle with Cold Sun, using the veneer of slavery to justify its inclusion in the Liberty Pact. While this would benefit the Commonwealth, it would require every member to take reasonable efforts to help anyone else invaded by Cold Sun. Yet the wording is quite vague as to what that aid would involve, and as such it is likely that both Axos and the Sumaah will be cautious about accepting it without clearer expectations being laid out. ### Signatory Status (Commonwealth) Commonwealth again seeks to eject Axos from the Liberty Pact The true power of the Liberty Pact is international, and only those nations that wield power on the world stage can truly shoulder that burden. There are any number of smaller nations whose bravery in rejecting slavery should be recognised. As such we propose the creation of two degrees of membership. Members of the Pact will have full rights and voting ability. Signatories will be protected by the Liberty Pact, and have the rights due all members, but will not be permitted to raise amendments, vote, or attend the formal meetings of the Pact.Commonwealth The Commonwealth has been unhappy about the involvement of Axos in the Liberty Pact for some time. They have also been of the opinion that it is only the Great Powers - the Empire, Sumaah, and themselves - who are in a credible position to defeat slavery once and for all. If their amendment passes, all smaller nations will effectively be represented by the great power into whose sphere of influence they fall. Protected and recognised as "signatory" to the pact but without any legal powers to amend it. Axos will clearly oppose this, given it is an attempt to remove them from being full members of the pact (see below). The Sumaah are likely to be in favour of it, at least initially, but it's not clear how strongly they will support it. The Commonwealth brought up a very similar amendment last time the Pact met and it was rejected. It seems they are not content to let the issue lie. ### Status of Axos (Commonwealth) The Commonwealth wish to confirm Axos status as a signatory to the Pact rather than a voting member of it The Liberty Pact recognised the courage of Axos in abandoning the cruel practice of slavery, and thanks them for their efforts so far. However they are in no position to bring the forces to bear needed to defeat slavery and so they should be recognised as a signatory to the pact, not a full member.Commonwealth Obviously this amendment is reliant on the previous amendment related to signatory status passing. If the previous amendment does not pass, then this proposal will be defunct. After the Debate ---------------- Once the debate and vote is completed the wording of any amendments will be recorded and a copy given to each of the Voices of Liberty. It is then the responsibility of the Voice to find a Senator prepared to present the amendments for consideration by the Senate. The Senate motion must contain the exact wording of any amendment, and is subject to Scrutiny like any other motion. If it is passed, the amendments become part of Imperial law as normal. If the motion is not passed for whatever reason, then additional meetings of the Liberty Pact will be needed. With that in mind the Chief Magistrates suggest that as well as discussing Lashonar it might be worth the Voice of Liberty having a chat with them about the amendments proposed by the three other members of the Pact. There are some that look problematic, on which they may be able to offer Imperial legal advice. It is also important to remember that while the Liberty Pact has the power to determine its own strictures and tenets, the other three nations likewise have bodies of state that will be required to ratify those amendments. The House of the People, the Commonwealth Generals, or the Grand Ilarchs Council all have the power to refuse an amendment to the Liberty Pact. This is most likely to happen if an amendment is pushed through that seriously damages their interests in some fashion. At the point any signatory nation does not agree to enact an amendment to the pact, it will inevitably trigger a crisis that will need to be resolved before the Liberty Pact can go forward. Either an acceptable wording will need to be found, the amendment will need to be struck down, or the conflicted nation will need to leave the Pact. Further Reading --------------- Liberty Pact
