They allow certain people to stay, put them to forced labor, and learn to live alongside what God had clearly told them to remove. There's a moment in Judges 1:19 where it says Judah couldn't drive out the inhabitants because they had iron chariots. And you can almost hear the justification in that. This is too hard.
