Authorities frequently avoided recording the ethnicity and nationality of perpetrators, fearing accusations of racism. Two‑thirds of cases lacked any ethnicity data, though local records in areas like Rotherham, Greater Manchester, South and West Yorkshire revealed a disproportionate number of Asian‑background men were responsible.
