One Ocean - A New Regulatory Solution to Climate Change

The High Seas Treaty was signed in New York on 20 September, 2023, to cover and protect high seas and seabed areas beyond national jurisdiction which contain biodiverse marine resources providing invaluable ecological, economic, social, cultural, scientific and food security benefits to humanity. However, the High Seas are under mounting pressure from pollution, overexploitation, climate change and biodiversity loss. To better address these challenges, and in view of future increasing demands for marine resources (for food, medication, energy, for example), it appeared necessary to establish a new treaty.
