France is a leading intelligence power, but we know very little about its premier intelligence agency: the Direction Générale de la Sécurité Extérieure (DGSE). Damien Van Puyvelde's latest book, The DGSE: A Concise History of France's Foreign Intelligence Service [https://bookshop.org/a/12343/9781647127084] (Georgetown University Press, 2026), examines France's foreign intelligence service from its rebranding as the DGSE in 1982 to the present. It covers the legacies of the Second World War, how decolonization and the Cold War shaped the organization, the organization's workforce and leadership, as well as public and (pop) cultural perceptions and representations of intelligence in France. The emergence of the DGSE, following the election of socialist President Mitterrand, opened an era of change, marked by a series of reorganizations and new threats over the horizon. Some readers will recall the Rainbow Warrior fiasco, when DGSE operators sank Greenpeace's flagship, causing the death of a photographer in 1985. Others will be more familiar with the popular TV show The Bureau, which portrays the lives of non-official cover DGSE officers operating in contemporary hotspots. These vignettes, just like much of the media coverage, paint a misleading portrait of the DGSE as a group of dedicated but reckless officers. Human trafficking for the sex trade is a form of modern-day slavery that ensnares thousands of victims each year, disproportionately affecting women and girls. By analyzing human trafficking cases in India, Thailand, Russia, Nigeria, and Brazil, they shed light on the factors that make some women and girls more susceptible to traffickers than others. Heather Smith-Cannoy (PhD, UC San Diego, 2007) is a Professor of Political Science/Social Justice and Human Rights at the New College of Interdisciplinary Arts and Sciences at Arizona State University. She is currently serving as the Interim Director of the School of Social and Behavioral Sciences. Her work explores when and under what conditions international law impacts the human rights of the most marginalized populations, focusing on both the opportunities and the challenges associated with this body of law. She has also focused on the role that international law can play in advancing the legal rights of sex trafficking victims. She has published 4 books and more than 15 articles and book chapters. Patricia C. Rodda is the Assistant Professor of Political Science at Carroll University in Waukesha, Wisconsin. She teaches international relations, comparative politics, international law, conflict and security and political theory. Her research often focuses on vulnerable populations and the challenges they face seeking human rights protections. She is currently working on a new book project that investigates the institutions and interests that facilitate or obstruct the adoption of women’s rights in Muslim-majority states. Charles “Tony” Smith is a Professor in Political Science and Law at the University of California-Irvine (PhD UCSD 2004; JD UF 1987). His research concerns how institutions and the strategic interactions of political actors relate to the contestation over rights, law, and democracy. Covert action is generally understood as unacknowledged interference by one state in the affairs of another state or non-state actor to affect change. This definition, inspired from the US approach, dominates the debate in intelligence policy and scholarship and provides a prism through which most observers (mis)understand this form of secret statecraft.  Covert Action: National Approaches to Unacknowledged Intervention  [https://bookshop.org/a/12343/9781647126292](Georgetown UP, 2025) moves the intelligence studies and analysis of covert action beyond the Anglosphere. It provides a truly global analysis of covert operations, comparing different states' histories and approaches, acrid five continents. In doing so, it produces a more holistic understanding of the variation in covert action traditions across states and cultures over time. Several key themes emerge from the book. It pays particular attention to the language of covert operations, to the euphemisms used, and to the efforts (where present) to protect decision-makers. Different states, the book show, adopt covert operations for different reasons. Some do not distinguish between domestic and foreign realms. Signalling, strengthening regimes, eliminating real and perceived threats all feature as rationales for covert operations. Similarly, the methods of covert operations vary, from more direct interventions to creating the conditions for others to act. While making clear that all states (democracies and authoritarian regimes) conduct covert operations, the volume highlights differences in the degree of institutionalisation and legalisation of covert operations. It also highlights how different degrees of risk-aversion and the alertness of public opinion can influence policymakers.  The volume brings together an international group of distinguished scholars to examine the history of covert action in twenty countries. Connable identifies past and current weaknesses in military design and strategy, examines common characteristics in modern ground combat from the data, and reframes the debate over the historical and prospective impact of emerging technologies on war.
